It may not be the professional tool you are looking for, but it is certainly an efficient, simple, and fun application that will make the dullest face look like a fashion star. You can fix and cover all types of skin blemishes, and remove wrinkles and expression lines in a snap. You can highlight hair and even change its color.
Though it lacks some pure image editing utilities, Photo Makeup Editor allows you to lighten up or suntan the skin, and to adjust the contrast, brightness, and color of the overall image.
Probably the most interesting (and surprising) utility that the program provides is the virtual surgery tool. This is nothing but a warp tool that lets you morph sections of the image and change their shape, thus allowing you to make cheeks more prominent, eyes longer, or lips fuller. As of today, I couldn’t think of a better tool to complement a makeup application.
